Ukrainian President Volodymyr Zelensky Declares Absence of Explicit Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Last week, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
